This is the campus the City asked for: factories, jobs and public power — no data center

Three manufacturers under one roof. BROAD builds HOLON buildings, Swift Solar builds solar cells and modules, and a CATL-standard line builds grid storage containers — each in its own fire area of the I-X.

CPP Industrial makes the power. A ±300 MW turbine/HRSG plant on the south parcel, owned by the ring-fenced industrial arm of CPP. The campus uses about 90 MW; about 210 MW goes to CPP.

Everything stays at or under 100 ft. The factories reuse the ±90 ft shell. The two stacks, the offices and the garage stay at or under 100 ft.
With no data center, Cleveland’s pause on standalone data centers does not touch this campus, and the City’s stated goal for the I-X — advanced manufacturing with good jobs — is the whole program.

Last consumer show March 2026. A Fortune 100 deal fell through early this year. A 25 MW substation is on site.

July 2026 settlement: Cleveland keeps 100% of I-X and Emerald Corporate Park taxes, so it can now offer job incentives there.

Three plants, one roof, three fire areas
BROAD (west): brazing ovens, robot cells and cranes. Metal dust and oven heat stay here, with their own exhaust and dust capture.
Swift Solar (middle): ISO 5–7 cleanroom for HJT cells, then module lines — kept away from BROAD’s dust and vibration.
Storage line (east): container assembly, PCS and test. Charged cells mean an NFPA 855 fire area of its own.

How it gets to 300 MW
Two LMS100-class turbines, each with its own HRSG, SCR and CO catalyst, feeding one steam turbine: about 282 MW. Duct burners in the HRSGs add about 18 MW at peak.
Why CPP Industrial owns it
Ring-fenced from CPP Residential, so residential ratepayers carry none of the cost (FOS216 CPP-IND-001). The surplus is about two-thirds of CPP’s whole ≈300 MW system load.

The 100 ft cap
Nothing new goes above 100 ft — including the stacks
Air permit
Two stacks at 100 ft need Ohio EPA dispersion modeling. SCR + CO catalysts (target ±2 ppm NOx), silencers and CEMS on both, as at Morabito.
Building downwash
On the south parcel the stacks are about 830 ft from the I-X shell, past the ~450 ft zone where a 90 ft building pulls exhaust down.
Airport
The south parcel puts the stacks ≈3,900 ft off the runway centerline. They still need FAA Form 7460-1 and a plume review — file early, as one package.

Heat
CPP Heating · zero cooling water
The power plant heats the factories
No data center means no tower heat. The heat comes from the plant instead: the HRSG economizers and steam extraction feed a CPP Heating hot-water station.
The steam cycle uses an air-cooled condenser: no cooling towers, only a small make-up flow for the boilers.
A 1M gallon hot-water tank at the station rides through plant trips.
BROAD’s brazing ovens throw off heat that can be recovered into the same loop.
Who uses the heat
Swift’s cleanroom reheat and process hot water, the BROAD and storage plant floors, the corporate park and snowmelt on the motor court.
A customer next door
The Browns stadium district plans hotels, apartments and retail on 176 acres — a candidate heat customer, not yet discussed with the Haslam group or Brook Park.

The Ohio Rail–Data Campus network · C1 Cleveland
Freight out by rail, people in by train
Freight: HOLON modules and storage containers are shipping-container size; solar modules ship on pallets. All three leave by rail from the dock apron, and steel, glass and cells come in the same way. The spurs depend on the I-X reaching the NS line — a parcel check comes first.
Workers: RTA’s proposed Red Line stadium station ($30M, construction Q1 2028) is the closest transit stop; a shuttle links it to shift parking.
Amtrak: Hopkins is a proposed stop on 3C+D and Cleveland–Toledo–Detroit — the C1 campus station candidate.

What has to be solved
Honest list
What could stop this, and what answers it
BROAD is a Chinese company. Ohio HB 1 / SB 88 (foreign-adversary property) was pending at the end of 2025 and flagged for 2026; its status now needs checking. The City owns the I-X and IRG holds the lease, so lease terms matter. A U.S. EPC partner in the joint venture is the starting structure.
CATL is on the DoD 1260H list. Under the 2025 federal tax law’s foreign-entity rules, CATL-linked components or licenses can cost the storage line its manufacturing credit and the campus battery yard its storage credit. Tax counsel signs off on a U.S.-controlled structure first.
CPP Industrial does not exist yet. It needs Council legislation, the ring-fence, a CPP interconnection at 138 kV, and confirmation that CPP — not CEI — can serve the I-X site.
Swift has not picked a site. The 1 GW plant is a stated plan with no location or date. Sizes here are assumptions until Swift gives its own.
Gas, air and airspace. ±47 MMcf/day needs a written answer from Dominion. Two stacks at 100 ft need Ohio EPA modeling. Everything near Hopkins needs FAA review.
The south parcel. Who owns it — the City of Cleveland or Brook Park — has to be confirmed, given the Brook Park petition. Abram Creek needs a stream setback and wetland check before the pad edge is fixed.
Jobs are not yet a number. All three plants are highly automated. Count only the jobs each company commits to in writing.
